Before you install VueScan Pro 9.6.31 with Portable and MacOS Free Download you need to know if your pc meets recommended or minimum system requirements:

Mac users don’t have many choices for scanner apps, though a popular one is SilverFast which features many scanner options and a variety of pricing schemes, some of which appeal to professional level users and come with a price tag to match, but also has features to optimize a scanned image on the fly.
However a 32 bit program on a 32 bit OS can only address 2gb of RAM. You've gotta leave some for the OS itself and other services. But chances are even at 2gb unless you're scanning medium format negs in at full resolution tiffs you won't hit that limit. A 4x5 neg. at 4800 dpi would likely tax a smaller system pretty bad.
VueScan is a standalone application, and other than detecting your Epson scanner, it has nothing to do with that System Preferences : Printer & Scanners panel.
32 bit will work on 64 bit computers but not the other way around.

There is a Sept 2017 ICA Scanner Driver v5.8.7 for Image Capture for this scanner on the Epson site. The 2014 Scanner Driver, and Scan Utility v3.4.9.9 may be too old to work with High Sierra. Uncertain if VueScan will work with the 2017 driver.
